To receive for approval the Minutes of the meeting of the Cabinet of 3 October 2017

To provide Cabinet with an update on the Council’s financial position as at 30th September 2017 and to seek approval for any virements over £100,000 as required by the Council’s Financial Procedure Rules.

            To seek Cabinet approval to allocate funds from the Town and Community Council Capital Fund in line with the recommendations contained within the report.

To seek Cabinet opinion on a request from Club Penybont Limited to draw down the remaining balance of their monies held in Escrow following the sale of land to ASDA for the development of land at Llangewydd Road Playing Fields, Bryntirion.

To provide an update to Cabinet on the Active Travel (Wales) Act 2013 and to seek approval to submit to Welsh Government  the Integrated Network Maps that have been prepared in accordance  with the legislation and Welsh Government guidance.

To provide Cabinet with an update of the work undertaken since project start and to seek approval to arrange execution of the MASH Agreement on behalf of the Council and enter into a lease agreement for the specific MASH accommodation, Red Dragon Court, Bridgend Industrial Estate, Bridgend.

The report presents the final element of the four workstreams commissioned by the Strategic Review into the development and rationalisation of the curriculum and estate provision of primary, secondary and post-16 education.  It reflects the work of the Strategic Review Board and the Post-16 Operational Board and makes recommendations to Cabinet on the potential future direction of post-16 provision in Bridgend County Borough Council. 

To inform Cabinet of the outcome of the consultation on the proposal to make a regulated alteration to Coychurch Primary School in the form of an enlargement with effect from 1 January 2018, and to present to Cabinet the findings of the consultation in a draft consultation report and seek approval to publish the report.

To seek Cabinet approval to consult on proposed changes to the published admission numbers for schools, as required by Welsh Government’s School Admissions Code July 2013.

The 2016 Local Air Quality Management Annual Progress Report for Bridgend County Borough Council has been drafted by the Shared Regulatory Services and requires Cabinet approval in order to submit a Final version to Welsh Government.

To waive the Council’s Contract Procedure Rules and authorise the Corporate Director, Operational and Partnership Services to enter into a contract with a jobsite provider, E-Teach, for the purpose of advertising teaching jobs, support staff and education vacancies.

To nominate one member representative to serve on the Standing Advisory Council for Religious Education (SACRE). 

The purpose of this report is to inform Cabinet of the Information Reports for noting which have been published since its last scheduled meeting.

To consider any items of business that by reason of special circumstances the chairperson is of the opinion should be considered at the meeting as a matter of urgency in accordance with paragraph 2.4 (e) of the Cabinet Procedure Rules within the Constitution.

The report relating to the following item is not for publication as it contains exempt information as defined in Paragraph 14 of Part 4 and Paragraph 21 of Part 5, Schedule 12A of the Local Government Act 1972, as amended by the Local Government (Access to Information) (Variation) (Wales) Order 2007.

If following the application of the public interest test Cabinet resolves pursuant to the Act to consider this item in private, the public will be excluded from the meeting during such consideration.
