Application to Licence Private Hire Vehicle pdf icon PDF 79 KB

Minutes:

The Team Manager Licensing submitted a report regarding an application by Kevin Neck to licence a BMW 520 D vehicle registration number Y77 KAB as a private hire vehicle to seat 4 persons.  The vehicle mileage on the last maintenance report on 10 June 2016 was 55572 miles.

 

Mr Neck attended in support of his application and the Sub-Committee adjourned the meeting in order to view the vehicle.  On inspecting the vehicle, the mileage was confirmed as 58,947 miles.  The vehicle was pre-owned and first registered at the DVLA on 19 April 2012.  The Team Manager Licensing informed the Sub-Committee that the application fell outside the policy guidelines for the first licensing of private hire vehicles.  .

 

The applicant informed the Sub-Committee that he was not currently licensed to drive a vehicle with BCBC but if his application was successful he proposed to work alongside Diamond Executive Travel covering corporate work and executive days out.

 

The Sub Committee queried the delay between him taking ownership of the vehicle on 30 August 2016 and date of his application. He explained that    he had applied for his DBS, taken a medical check, had a Viking Mirror meter fitted because he wanted all the basic requirements in place before he submitted his application.

 

The Sub Committee asked him where he would be based and he replied that he would be working from the main office in Bridgend. He currently lived in Pontypridd but was looking to move back to Bridgend. He currently held a PSV Licence and worked for Cardiff Bus but would stop driving for them if his application was successful.   

 

The Sub-Committee retired to consider the application and on their return, it was:

 

RESOLVED:           That the Sub-Committee considered the application to licence a BMW 520 D vehicle registration numberY77 KAB as a private hire vehicle.

 

The Sub-Committee granted the licence.

Application to Licence Private Hire Vehicle pdf icon PDF 79 KB

Minutes:

The Team Manager Licensing submitted a report regarding an application by Paul Brain to licence a Vauxhall Vivaro Minibus vehicle registration number YB13 UNZ as a private hire vehicle to seat 8 persons. 

 

Mr Brain attended in support of his application and the Sub-Committee adjourned the meeting in order to view the vehicle. The vehicle was wheelchair accessible with ramp access only and no tail lift fitted. On inspecting the vehicle, the mileage was confirmed as 72,317miles.  The vehicle was pre-owned and first registered at the DVLA on 25 July 2013.  The Team Manager Licensing informed the Sub-Committee that the application fell outside the Private Hire Vehicle Policy approved by Licensing Committee.

 

The applicant informed the Sub-Committee that in the event of his application being successful the vehicle would replace an older vehicle which had been in service for more than 4 years. The vehicle would be used for school runs and private hire. The applicant submitted an examination report showing that the vehicle had been tested on 9 November 2016 and this would be followed by six monthly tests.

 

The legal advisor explained that if a licence was granted it would be subject to conditions relating to the carriage and storage of ramps.  

 

The Sub-Committee retired to consider the application and on their return, it was:

 

RESOLVED:           That the Sub-Committee has considered the application to licence a Vauxhall Vivaro Minibus vehicle registration number YB13 UNZ as a private hire vehicle .

                                The Sub-Committee granted the licence.

Minutes:

The Team Manager Licensing submitted a report regarding an application by Paul Brain to licence a Ford Transit registration number BF63 EHC as a hackney carriage vehicle to seat 8 persons. 

 

Mr Brain attended in support of his application and the Sub-Committee adjourned the meeting in order to view the vehicle.  On inspecting the vehicle, the mileage was confirmed as 83,450 miles.  The vehicle was a wheelchair accessible vehicle with a tail lift fitted.  The Team Manager Licensing informed the Sub-Committee that the vehicle was pre-owned and first registered at the DVLA on 5th September 2013. The vehicle fell outside the Vehicle Policy, for the first licensing of a hackney carriage.

 

The applicant informed the Sub-Committee that in the event of his application being successful the vehicle would replace an older vehicle which had been in service for more than 4 years. The vehicle would be used for school runs and private hire.

 

The Sub-Committee retired to consider the application and on their return, it was:

 

RESOLVED:           That the Sub-Committee considered the application to licence a Ford Transit registration number BF63 EHC as a licenced hackney carriage vehicle.

 

                                The Sub-Committee granted the licence.

To consider any other item(s) of business in respect of which notice has been given in accordance with Rule 4 of the Council Procedure Rules and which the person presiding at the meeting is of the opinion should by reason of special circumstances be transacted at the meeting as a matter of urgency.

Exclusion of the Public

The minutes and reports relating to the following items are not for publication as they

contain exempt information as defined in Paragraph 12 of Part 4 and/or Paragraph 21 of Part 5 of Schedule 12A of the Local Government Act 1972 as amended by the Local Government (Access to Information)(Variation)(Wales) Order 2007.

 

If following the application of the public interest test the Committee resolves pursuant to the Act to consider these items in private, the public will be excluded from the meeting during such consideration.

Minutes:

RESOLVED:            That under Section 100A (4) of the Local Government Act 1972 as amended by the Local Government (Access to Information) (Variation) (Wales) Order 2007, the public be excluded from the meeting during consideration of the following items of business as they contain exempt information as defined in Paragraph 12 of Part 4 and/or Paragraph 21 of Part 5 of Schedule 12A of the Act.

 

                                Following the application of the public interest test it was resolved that pursuant to the Act referred to above, to consider the following items in private, with the public excluded from the meeting, as it was considered that in all the circumstances relating to the items, the public interest in maintaining the exemption outweighed the public interest in disclosing the information, because the information would be prejudicial to the applicants.
