Councillor David Sage

Minutes:

The Chairperson announced with sadness the recent passing of Councillor David Sage, a former Chairperson of this Joint Committee.

 

All present stood in silence as a mark of respect.

RESOLVED:           That the minutes of the Catalogue Supplies Joint Committee Joint Committee of 22 September 2016 be approved as a true and accurate record.

The Accountant presented the final audited Annual Accounting Statement of Catalogue Supplies for the financial year 2016-17 and sought approval for the re-imbursement of balances to the partner authorities on the basis of the Constitution.

 

The Accountant reported that the Annual return for 2016-17, certified by Internal Audit showed a net position of nil as it included the distribution of residual balances to the partner authorities.  She summarised the Income and Expenditure for 2016-17 which showed a net loss of £119,718,   attributed to two months running costs and a small amount of income post closedown of the business.   

 

The Accountant informed the Joint Committee of the Balance Sheet for 31 March 2017 which showed a balance of £673k, which had been distributed to the partner authorities on the basis of population in accordance with the agreed method in the Constitution and which had been signed off by the Section 151 Officers of the partner authorities. 

 

RESOLVED:           (1)  That the Joint Committee approved the Annual return 2016-17 for the Catalogue Supplies Joint Service and it be submitted to the Wales Audit Office;

 

(2)  That due to this being the last meeting of the Joint Committee, the Members placed on record its thanks to the officers for its support of the Catalogue Supplies Joint Service and the Members wished each other well for the future.
